		<description>I could not help but chuckle to myself while reading this post.  I lived in many cities of the HR over a ten year period: Williamsburg, Newport News, Yorktown,  Portsmouth, and Virginia Beach! I personally loved the area (hence why I stayed for so long);it&#039;s full of history, culture, diversity, academia, and the beach!  But I&#039;m surprised when I travel and mention HR...no one has heard about it!  And yes the traffic is insane!  I&#039;ve been stuck on those tunnels for 1-2 hours at a time.</description>

There, the city of Charleston as been embroiled with neighboring James Island in legal battles over incorporation.  Charleston&#039;s Mayor Joe Riley - over 30 years in office! - has been on an annexation campaign ever since he took his first oath.  North Charleston and Summerville, both incorporated, have also been in battles with Charleston for annexation rights, while Mount Pleasant is generally relegated to expansion to the north.  For good or bad, the SC legislature mandated regional planning commissions, so these cities and their respective counties are supposedly considering growth and transportation issues collectively.  We shall see as you say.</description>
